Born on Caprica, Stefen Moss was an only child of career military officers, both marines. Growing up, he had friends whose parents were in the Colonial Fleet. His parents died in battle against a small band of rebels when he was ten. Afterwards, people saw a change in Stefen: He became the image of his father. He was sent to live with his mother's sister, Colonel Kara William, a member of the Colonial Fleet.

One day she was called to Stefen's school after he got into a fight with schoolmates, breaking a jaw, a rib, and two hands. When asked why he did it, he refused to answer and walked away. Worried, Kara asked a friend, Doctor Pierre Lee, to talk to him. During the interview it became apparent that Stefen had inherited his parents' tempers. Lee told Kara that the boy was just growing up, nothing to worry about. When Stefen turned eighteen, his anger was well known among schoolmates. After graduating, his aunt thought he would attend university, but Stefen enlisted in the Marine Corps, following in his parents' footsteps. In the Corps, Stefen met his wife who was in the Fleet at the time, Lieutenant Kel Weyt, who was placed aboard any ships upon which her husband served. She is the only one who can control his temper.

Stefen made sergeant by age twenty. While hunting a terrorist cell on Sagittaron, his unit came under attack. After getting reinforcements he learned that these same terrorists had killed his parents and their units nineteen years earlier. It took his entire unit to hold Stefen back from breaking the leader in half. Stefen and his aunt were present at the trial of the leader, a man named John Pratt, who was imprisoned for life. Stefen returned to active duty after the trial to learn that he had received a promotion and reassignment to the Battlestar Megaera.

His wife died in the opening attack of the battle.
